Awesome, but why buy a "factory-direct" car? They spent nearly 1/4 of the time disassembling and removing 90% of the factory stuff.
Is that a requirement?

From what I was told they have to start with a completed chassis as these cars have to be road legal (barely) in order to do the transit stages on public roads. As such, the original VINs are required so they can be registered for the road.

well there's also the requirement (like the WRC) that they be based on a production car, otherwise people would be building up super light cage-and-fiberglass-bodied monsters (like stadium trucks, baja 5000, sprintcar, nascar, etc.)
and it serves as an equalizer in that regard; everybody has to start with a stock vehicle and still keep it roadworthy.

re: suspension i believe it depends on the class. the front suspension geometry doesn't change, but for AWD converted cars there are allowances to alter the type of rear suspension - cars like the focus have a dual control blade setup that has to go if you power the rear. there's a honkin huge rulebook to slog thru www.rally-america.com/rules.php i can't find the WRC one, i would probably have to pay the FIA some large amount of $ to get it.

Yeah... I believe if you are in a car with the factory setup, the car must retain the stock geometry points.

Figure 800 hours x lets say 1.5 men per hour (thats being conservative) x $100/hr = $120,000. + parts + a new STI @ $39,000 = better keep working : )

$100/hr cost or price?
If you look at price it's probably $300+ per hour to cover all the overhead/admin/burden, etc....
Quite costly, good thing for sponsors!

You think thats expensive... look into a WRC Impreza... Between the Sequential Gearboxes, and all the other special stuff... Over $1mil per car...
