There is a cigarette lighter addapter or they can be hard wired quite easilly with 3 wires.
They can be put anywhere you'd like them. Under the seat, in the glove box or anywhere you'd like as long as you can get to your lighter or to a source of power. Like installing a radio, or a scanner or a nitrous kit.

Rocky Mountain Tracking is sponsoring us with vehicle tracking units for the cars and bikes so the rally can be watched from the website live as it happens.
I am trying to find a sponsor for GPS units that will allow you to plot your course. Although from what I am told the tracking units can be plugged into a pda and you can use that as a gps. If you have a pda.
The tracking units will have a lighter adapter so there is no "hooking up" unless you want to hard wire it in. Then it is 3 wires.

These are the devices from last year. The new devices have no power plug needed, no transmitter and is the sie of a cigarette pack.
I believe you may be able to use it as gps for your laptop. I will ask about that. I have the TomTom and I LOVE it. I could not imagine not having it now.
